European Parliament Approves First Binding International Treaty on Artificial Intelligence

The European Parliament officially backed the EU accession to the Council of Europe Framework Convention regulating artificial intelligence, human rights, democracy and the rule of law. This is the world's first legally binding international document in this field.

Key Details of the Document:

AI systems must be fully compliant with human rights throughout their entire lifecycle.

The new rules apply directly to both the public and private sectors.

In the EU, the Convention's principles will be implemented through existing legislation, including the AI Act and the General Data Protection Regulation.

The co-rapporteurs of the Internal Market and Civil Liberties committees, José Cepeda and Paulo Cunha, called the agreement historic:

"This is a significant step forward in the EU's efforts to promote the safe and human rights-compatible deployment of artificial intelligence. The EU demonstrates that technological revolution can be managed based on democratic values."

The treaty will enter into force after five parties ratify it.
